The suspects arrested after fleeing police during a Northeast Portland traffic stop on Wednesday evening have been identified as 29-year-old Emanuel D. Hall and 29-year-old Chemar D. Martin. Hall and Martin have been booked into the Multnomah County Jail. Hall was lodged on a Post-Prison Supervision Violation. Martin was charged with two counts of Attempt Elude by Vehicle, Delivery of Cocaine, Possession of Cocaine, and Attempt Elude on Foot.

During this investigation Gang Enforcement Team officers located 35.2 grams of cocaine, a scale, and $1,356.00 in cash inside the vehicle Hall and Martin abandoned.

On Wednesday August 9, 2017, at 5:56 p.m., officers with the Tactical Operations Division's Gang Enforcement Team (GET) attempted to stop a 2016 Nissan Rogue near Northeast 12th Avenue and Northeast Irving Street. Officers observed the driver of the Nissan Rogue violate a traffic law prior to the traffic stop. The vehicle, occupied by two people GET officers recognized as gang associates, did not stop as officers attempted to perform traffic stop.

Officers requested assistance from the Portland Police Bureau's Air Support Unit so officers would not have to pursue the vehicle on congested roadways. The Air Support Unit arrived overhead, followed the vehicle, and provided officers with updated locations of the vehicle as it traveled through neighborhoods.

After getting some distance from the area of the original attempted traffic stop, the driver of the Nissan Rogue stopped and exited the vehicle near Northeast Caesar E. Chavez Boulevard and Southeast Skidmore Street. The Air Support Unit continued to provide the positions of the two occupants as they left the vehicle. Officers located and arrested both occupants. One of the occupants was taken into custody near Northeast Caesar E. Chavez Boulevard and Northeast Shaver Street and the other suspect was arrested in the yard of a residence in the 4300 block of Northeast 40th Avenue.

Officers continue to investigate this incident. An update, with suspect information, will be provided as more information becomes available from the investigation.
