On Friday August 4, 2017, at 8:01 p.m., North Precinct officers responded to the report of a shooting in the area of Northeast 81st Avenue and Northeast Fremont Street.

Multiple people contacted 9-1-1 to report the shooting. Officers arrived and found evidence of gunfire, but did not locate a victim or the suspects involved in the shooting.

The Tactical Operation Division's Gang Violence Response Team (GVRT) responded to the location to assist with the investigation. Investigators with GVRT gathered information about the vehicles and people involved in the shooting. The information was shared with officers throughout the Portland metropolitan area.

At 12:48 a.m. on Saturday August 5, 2017 an East Precinct sergeant observed one of the vehicles suspected to be involved in Friday evening's shooting in the 12600 block of Southeast Division Street. Additional officers from East Precinct and the Gang Enforcement Team responded to the location. Once on scene, officers contacted a man associated with the vehicle. Based on evidence learned during the investigation, the occupant of the vehicle, 29-year-old Kevin C. Ford was arrested. Ford was lodged at the Multnomah County Jail on charges of Attempt Murder, Theft in the First Degree, Unlawful Use of a Weapon, Unlawful Possession of a Firearm (two counts), and Felon in Possession of a Firearm (two counts).
