On Monday July 10, 2017, at 5:55 p.m., Portland Fire and Rescue responded to the intersection of Southwest Miles Street and Southwest Capitol Hill Road on the report of an injured bicyclist. A 9-1-1 caller reported that a man had collided with a pole while riding his bicycle.

Firefighters arrived at the scene and observed the injured bicyclist, later identified as 31-year-old Scott A. Parker, lying on the ground. As the firefighters were unloading equipment to assist Parker, he got off the ground and attempted to enter the fire engine through the front driver's side window. The driver of the fire engine was still seated in the driver's seat as Parker reached through the window and grabbed him. The firefighter pushed Parker away from the fire engine.

Firefighters requested Central Precinct officers respond to the scene to assist them with Parker and his behavior. Prior to police arrival, Parker attempted to punch another firefighter. Officers arrived and placed the subject in custody.

Parker was treated for his injuries by Portland Fire and Rescue at the scene then lodged in the Multnomah County Jail on charges of Attempt Assault on a Public Safety Officer and Harassment.
